Serving private economy and promoting high-quality development of Inner Mongolia

In order to study and implement the spirit of Chinese President Xi Jinping’s speech on July 1, serve private economy and promote the high-quality development of north China’s Inner Mongolia Autonomous Region, 2021 ACFIC Chairman High-end Summit & Conference on Private Enterprises Promoting Inner Mongolia Development was held in Huhhot on July 20, 2021. Gao Yunlong, vice chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and chairman of the All-China Federation of Industry and Commerce (ACFIC), delivered a keynote speech. Shi Taifeng, secretary of the Communist Party of China (CPC) Inner Mongolia Autonomous Regional Committee and director of the Standing Committee of the National People’s Congress (NPC), addressed the conference. Xu Lejiang, vice minister of the United Front Department of CPC Central Committee, secretary of Party Leadership of ACFIC and executive vice chairman, Bu Xiaolin, vice secretary of the regional Party Committee and chairwoman of People’s Government of Inner Mongolia Autonomous Region, and Li Xiuling, secretary of the Party Leadership Group and chairman of the CPPCC of Inner Mongolia Autonomous Region, attended the meeting, which was presided over by Duan Zhiqiang, member of the Standing Committee of the CPC Inner Mongolia Autonomous Regional Committee and director of United Front Work Department.

Gao pointed out that the 2021 ACFIC Chairman High-end Summit & Conference on Private Enterprises Promoting Inner Mongolia Development, co-organized by the ACFIC and People’s Government of Inner Mongolia Autonomous Region, was held at the juncture when the whole country was studying Chinese President Xi Jinping’s speech at a ceremony marking the centenary of the CPC. The conference was aimed at implementing the spirit of Xi’s speech on July 1 and instructions on promoting industry-clustered, upgraded, intensive and high-quality development in border areas. The century-old history of CPC has been a history of struggle and entrepreneurship, in which the Party has united and led the Chinese people in achieving great success in the new-democratic revolution, reform and opening up, socialist modernization, as well as in building socialism with Chinese characteristics in the new era. A great number of businessmen and private entrepreneurs, after going through the transitions from the emotional state to the rational state and from being spontaneous to being conscious, had unyieldingly supported the CPC leadership and followed the socialist path with Chinese characteristics. The Party’s century-long journey has also been a journey where the business community has rallied closely around the CPC and made unremitting efforts to achieve national rejuvenation and people’s happiness. As we celebrate the centenary of the CPC, we are starting a new journey and entering a great era. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, we should make unremitting efforts to fulfil the people’s aspiration for a better life and make greater contribution to the realization of common prosperity for everyone.

    Gao stressed that private entrepreneurs should stand firm in their ideals and convictions and follow the guidance and instructions of the Party. They should strive to strengthen the “Four Consciousnesses”, maintain the “Four Matters of Confidence”, adhere to the “Two Upholds”, while strengthening self-study, self-education and self-improvement, and taking it as their duty to serve and strengthen the country through industrial progress. They should be models of patriotism, dedication, lawful operation, entrepreneurship and innovation, and giving back to society. With the commitment to reform and improvement, they should implement the new development philosophy to achieve high-quality development. They should be armed with new development philosophy, take scientific and technological innovation as the main driving force, set goals on improving the quality of their products and services, focus on their main businesses and make them better and stronger. They should always be prepared for danger in times of peace, and coordinate efforts in enterprise development and security. They need to grasp the dialectical relationship between security and development, properly handle the relationship among enterprise development, enterprise security and national security, convert their security awareness into conscious actions, so as to contribute to building a new development paradigm and a strong security barrier. They should draw strength from the great Party-building spirit and help achieve common prosperity. Gao hoped that private enterprises could actively participate in rural revitalization, “Ten Thousand Enterprises Help Ten Thousand Villages” campaign, and welfare undertakings such as public charity and designated assistance. They should strive to find new opportunities and make new contributions in promoting leapfrog development of ethnic minority regions as well as the common prosperity and progress of urban and rural areas, so as to constantly fulfil their social responsibilities and effectively show their corporate accountability.

Gao said that industrial and commercial federations and chambers of commerce at all levels should continue to be a bridge and link for enterprises to develop an affection for Inner Mongolia, approach Inner Mongolia and invest in Inner Mongolia, effectively developing business opportunities for private enterprises. In this way they can implement the Western Development Strategy and the Northeast Revitalization Strategy, and promote the coordinated development of the regional economy. In the future, we will make full use of our advantages to organize more private enterprises to invest and do business in Inner Mongolia and make positive contributions to the economic and social development of Inner Mongolia.

On behalf of the Party Committee and People’s Government of the Inner Mongolia Autonomous Region, Shi Taifeng extended congratulations on the opening of the conference and welcomed the participants. He mentioned that the ACFIC Chairman High-end Summit was not only for the prosperity and development of industries but also for the exchange of ideas. The choice of Inner Mongolia as event venue fully reflected the care and support of the ACFIC for the region. With its vast territory, rich resources, unique location and magnificent scenery, Inner Mongolia is a charming and dynamic place and a fertile land for investment with infinite potential and business opportunities. Inner Mongolia has good resource conditions and industrial infrastructure for the development of new energy. We are planning to develop the whole industrial chain of new energy, and warmly welcome outstanding enterprises to invest in new energy and make positive contributions in Inner Mongolia to the national goals of peaking CO2 emissions before 2030 and achieving carbon neutrality before 2060. Inner Mongolia’s modern coal chemical industry, rare earth new materials and other industries are leading in China. We warmly welcome more leading enterprises to work with us to continuously extend the industrial chain and move up the value chain on the basis of high-quality resources. Inner Mongolia is a national big data comprehensive pilot zone, with installed capacity of large data centre servers leading the country. We are making great efforts to develop the digital economy, and warmly welcome enterprises to invest here, jointly build the region into a powerhouse of the digital economy and share its dividends. Inner Mongolia has unique resources and green advantages for developing modern agriculture and animal husbandry. We warmly welcome more leading enterprises in the field of agricultural and animal product processing to develop intensive and deep processing and jointly tap green agriculture and animal husbandry resources in Inner Mongolia. Inner Mongolia has a rich ecosystem and magnificent natural scenery. We are developing holistic tourism and year-round tourism, and sincerely welcome more large cultural tourism enterprises and other enterprises to invest in the development of high-quality tourism products and services, so as to let visitors know more about Inner Mongolia, visit the Inner Mongolia and fall in love with Inner Mongolia. Inner Mongolia has unique geographical advantages, and several high-speed trains to Beijing have been opened. We are building a comprehensive open platform with abundant resources and a radiating influence on neighbouring regions, and warmly welcome more entrepreneurs to join us in vigorously developing trade logistics, processing and manufacturing industries, creating new advantages and expanding new development space in the process of serving and integrating into the new development paradigm of China. We will invest our best effort to provide strong support and high-quality services for all enterprises to invest and develop in Inner Mongolia, and spare no effort to create a more stable, fairer, more transparent and predictable business environment under the rule of law, so that entrepreneurs can stay assured to invest, start up their own businesses and achieve smooth development. Private economy is an important force to promote the development of socialist market economy, and a strong driving force for Inner Mongolia to take a new path of high-quality development guided by ecological priority and green development. We will thoroughly study and implement the important instructions of Chinese President Xi Jinping on developing the private economy, unswervingly and fully support the development of the private economy, and promote the private economy and private enterprises to a broader stage.

Zhao Shaochun, member and secretary-general of the Standing Committee of the CPC Inner Mongolia Autonomous Regional Committee and executive vice chairman of the region, introduced the economic development and investment situation in Inner Mongolia. Nan Cunhui, vice chairman of ACFIC and chairman of Chint Group, Shi Guilu, vice president of All-China Chamber of Industry and Commerce (ACCIC) and chairman of Shaanxi Rongmin Holdings Group Co., Ltd., Pan Gang, vice chairman of the 11th Executive Committee of ACFIC, Party secretary, board chairman and president of Inner Mongolia Yili Industrial Group Co., Ltd., and Zhang Xin, Party secretary and chairman of TBEA Co., Ltd., delivered keynotes speeches.

The conference held a centralized project signing ceremony, where a total of 12 cities signed 138 investment cooperation projects, involving 12 key areas such as energy, husbandry, energy conservation and environmental protection, digital economy, equipment manufacturing, building materials and chemicals, infrastructure, cultural tourism, modern service industry, and strategic emerging industries. There are 42 projects under formal agreement and 96 projects under framework agreement. Among them, 32 projects involve the world’s top 500, China’s top 500, and China’s top 500 private enterprises.

More than 700 people attended the meeting, including vice chairmen of ACFIC and ACCIC, former ACFIC entrepreneur vice-chairmen and vice-presidents, leaders of the Party Committee, the NPC Standing Committee, People’s Government and CPPCC of Inner Mongolia Autonomous Region, comrades of the United Front Work Department of the CPC Central Committee, members of the 12th Executive Committee of ACFIC, chairmen and Party secretaries of provincial federations of industry and commerce, comrades of industrial and commercial federations of the “Three Regions and Three Prefectures” and Ganzhou City, comrades of departments, directly affiliated units and chambers of commerce of ACFIC, comrades of Manzhouli, Erenhot and cities of Inner Mongolia, comrades of federation of industry and commerce and Regional Economic Cooperation Bureau of Inner Mongolia Autonomous Region, comrades of departments of Inner Mongolia Autonomous Region, comrades of major financial institutions, entrepreneur vice chairmen and vice presidents of Inner Mongolia Autonomous Regional Federation of Industrial and Commerce, chairmen and vice chairmen of chambers of commerce of Inner Mongolia Autonomous Region, and representatives of national outstanding private enterprises.

Earlier, the ACFIC held the “Investment Promotion Conference on Promoting High-quality Development of Inner Mongolia” in Beijing, which set up a platform to promote Inner Mongolia and help Inner Mongolia attract investment.
