ACFIC held meeting on international cooperation work and helping private enterprises participate in the BRI construction

The All-China Federation of Industry and Commerce (ACFIC) held a work conference on guiding and helping private enterprises participate in the Belt and Road Initiative (BRI) and international cooperation on Nov. 19, 2019.

 
The meeting was aimed to summarize the past experience and analyze the present situation so as to better promote the work on helping private enterprises.
 
Gao Yunlong, ACFIC’s chairman and vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and Ning Jizhe, vice minister from the National Development and Reform Commission and director of China’s National Bureau of Statistics and vice director Office of the Belt and Road Construction Leading Group , and both made speeches on the conference presided over by Xu Lejiang, vice minister of the United Front Work Department (UFWD) of the CPC Central Committee and executive vice chairman of ACFIC.
 
Gao said that the BRI brand had become the most popular international product and cooperation platform because significant progress had been made in policy, infrastructure, trade, financial and people-to-people connectivity since President Xi Jinping put forward the concept years ago.
 
And private enterprises had become a driving force to promote the BRI construction by taking part in international competition and global resource restructuring, with innovation driven development goals and cooperation development trend clearer and more diversified investment cooperation mode and more actively fulfilling social responsibility.
 
With overseas Chinese business chambers playing more highlighted roles of bridge, private enterprises had made more prominent contribution for folk diplomacy and promoting the quality in the BRI construction.
 
Gao asked for more accurate comprehension of the new trend confronted by a high-quality construction of the BRI.
 
The Belt and Road was aimed to promote trade upgrading in the related countries by promoting the progress of global industrial chain, value chain and supply chain, which brought confidence not only to world countries to combat the severe global changes but also to China’s new economies to promote economic globalization.
 
The Belt and Road marked innovation in terms of the business environment, cooperation mode and growth momentum, which is a collaborated work by all countries related.
 
The Belt and Road also highlighted strive and sharing, which required enterprises to develop forward and join in the construction of BRI in a more in-depth and extensive way and provided a more open international economic cooperation mode.
 
Gao asked private enterprises to take into consideration of economic combination, i.e. looking into the industrial and resource advantages in BRI countries and promoting synergetic development by grasping the chance of the 4th industrial revolution and economic globalization.
 
He also encouraged private entrepreneurs to focus on people-to-people exchanges and tell good stories about China, and to give consideration to justice and profit while giving priority to justice by contributing more than taking, and to strive to be a Confucian businessman so as to establish the responsible image of Chinese enterprises and Chinese private entrepreneurs.
 
Xu Lejiang said that guiding and helping private enterprises join in the BRI construction was an important mission for the ACFIC. And to promote high-quality development of the private sector and to deepen the reform of ACFIC derived new requirements on ACFIC’s international cooperation work in the new era.
 
He said that the ACFIC would strive to build a high-end international trade cooperation platform by utilizing multilateral mechanisms and docking domestic developing campaigns.
 
The ACFIC would enhance planning by focusing private enterprises’ expectation and the trend in the new sci-tech and industrial revolution so as to improve the quality of foreign exchanges.
 
They’d also strengthen quality operation by providing project information and build related data base to do a better follow-up job so as to polish a batch of high-quality projects.
 
Efforts would also be made in upgrading overseas economic and trade cooperation zones with more targeted service so as to help private enterprises “go out” together with stronger capability to prevent risks.
 
Xu asked ACFIC to strengthen policy research and reflect problems that hinder the “going abroad” of private enterprises to relevant departments, and to improve the institutional system by deepening cooperation with related party or governmental units and establish a special department for international cooperation work.
 
He also asked the ACFIC and the branch federations to innovate work methods by utilizing Internet, big data and cloud computing to build an information platform of the BRI so as to provide better service to private enterprises.
 
He urged to enhance publicity work, using international language to tell the stories of Chinese private enterprises so as to form a positive image in the world.
 
Ning Jizhe pointed out that win-win cooperation under the BRI framework had been mentioned concurrently by Chinese President Xi Jinping in many diplomatic, international and bilateral occasions and on his signed papers, which had already input positive energy to global development.
 
He said that we should implement the principles of extensive consultation, joint contribution and shared benefits and promote practical cooperation in all areas while promoting the BRI construction in this century changes.
 
According to Ning, in making a high-quality development of the BRI construction, policy connectivity should work on the polishing of connectivity in policy, rules and standards, and infrastructural connection should be improved at cross-country level, and trade connectivity should focus on free trade and investment and related facilities, and capital connectivity should highlight the building of a long-term stable, sustainable and risk-controlled diversified financing system, whereas people-to-people connectivity should promote the exchange and mutual learning on diversified civilizations.
 
He said that the new changes required private enterprises to be more proactive by displaying their advantages of flexibility and market acuity so as to become the main force of a high-quality construction of the BRI.
 
He asked private enterprises to go abroad together with concerted efforts while sticking with principles and polish interior capability to prevent risks, and to abide by local laws and rules while being honest and respecting local customs to fulfill social responsibilities.
 
Zhang shenfeng, deputy director of the China Council for the Promotion of International Trade, Guo Xuejun, deputy director-general of the international economy department of the Foreign Ministry of China, Qian Chunying, deputy director-general of the department of foreign investment and economic cooperation of the Ministry of Commerce, Wang Tingke, vice president and general manager of the China Export & Credit Insurance Corporation, Huang Zhiqiang, vice general manager of CITIC, Sun Yu, vice president of the Bank of China, and Liu Yong, chief economist with China Development Bank, analyzed present political and economic trends and introduced on policies related with the service industry and put forward their suggestions on improving corporation international operations.
 
The meeting released a report on Chinese private enterprises taking part in the BRI construction.
 
Nan Cunhui, vice chairman of the ACFIC and chairman of Chint, Zhou Qunfei, chairman of Lens Technology, Wang Licheng, chairman of China-Africa Business Council and board chairman of Holley, Fu Guanhua, chairman of JSTI, and Zhang Yin, chairman of Nine Dragons Paper Group, and Hou Jianxiong, chairman of Guangdong Shineng Group, exchanged on their experience on participating in BRI construction.
 
Nine representatives from ACFIC branches from Beijing, and Jiangsu, Jiangxi, Shandong and Guangdong provinces, and Xiamen city from Fujian Province, China - Africa Business Council, Jiangsu business chamber in Angola, and Poland - China business association shared their thoughts on strengthening international cooperation and helping private enterprises join in BRI construction on the conference.
 
ACFIC’s vice chairman Qiu Xiaoping presided over the conference on ACFIC’s international cooperation work, which was attended by ACFIC’s vice chairman and board chairman of Creat Group Corporation, Zhang Tianyu, director general from the economic affairs department of the UFWD, and people in charge of the ACFIC provincial branches and the international cooperation work, and representatives of private enterprises.
