The 12th executive committee of ACFIC held 2nd meeting in Beijing

The All-China Federation of Industry and Commerce’s (ACFIC)12th executive committee held its second meeting in Beijing on Dec. 26, 2018.

 

On behalf of the executive committee, Gao Yunlong, vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and ACFIC’s chairman, made a report on the executive committee’s work in 2018 and plans for 2019.

 

Xu Lejiang, secretary of the ACFIC’s Party Leadership and also executive vice chairman, presided over the meeting and delivered concluding remarks.

 

Gao Yunlong reviewed ACFIC’s work in the past year. Under the leadership of the central committee of the communist party of China (CPC), ACFIC had focused on developing healthy private sectors with the spirit of innovation and commitment by deepening institutional reform within the ACFIC and holding symposiums, promoting “a hundred thousand companies helping a hundred thousand villages” for poverty alleviation, organizing investigation, helping private sector join in military-civil integration, and creating better legal environment for private sector so as to help them develop with high-quality and in line with national strategies including regional development programs and the Belt and Road development.

 

In one word, the past year had opened a new chapter of ACFIC’s career.

2019 marks the 70th anniversary of the founding of the People’s Republic of China and will be the critical year of making a decisive victory of realizing the first 100 years’ goal of building a moderately prosperous society in an all-round way.

 

Gao said that the ACFIC would bear in mind President Xi Jinping’s remarks on the symposium on private enterprises and help private sector to actively guard against and defuse major risks, lift people out of poverty, and prevent and control pollution, and to realize high-quality development, and guide private entrepreneurs to abide by the law and follow business ethics while cultivating their career and returning society.

 

In the meanwhile, the ACFIC would also speed up its own reforms for first-class working mechanism and unique work brand so as to achieve excellent result in promoting the healthy development of private enterprises and entrepreneurs and to make more contribution to the accomplishment of building a better-off society in an all-round way. He said.

 

According to Gao, the ACFIC have nine major tasks in 2019 - The first is to implement the six policies regarding private sector proposed on the symposium by President Xi Jinping. Second, it will continue promoting the conception of “law-abiding business integrity, firm development confidence”. Third, it will create in providing service for the private sector with the aim to promot their high-quality development. Fourth, it will strive to play well private sector’s critical advantage in investment and guide them to join in regional development strategies. Fifth, it will improve its work of field study and better fulfill its function of participating in the administration and discussion of state affairs. Sixth, it will lead private enterprises to participate in the Belt and Road construction with high quality and for promoting all-round opening-up. Seventh, it will encourage private sector to actively guard against and defuse major risks, lift people out of poverty, and prevent and control pollution so as to contribute to the realization of a moderately prosperous society. Eighth, it will innovate legal service and protect the legal rights and interests of private sector and entrepreneurs. Ninth, it will deepen its own reform and continue expending the organization and its work coverage.

 

Xu Lejiang concluded the meeting and asked all the China federations of industry and commerce to

work hard to achieve real results and implement the decisions and arrangements of the central government, especially those made on the symposium of private sector, CPC central committee’s conference on economic work and the celebration conference of the 40th anniversary of reform and opening-up.

 

Entrepreneurs from the private sector are precious resources in market economy and are a few key factors for doing a good job in economic work next year and achieving the goal of "six stability". Xu said and demanded the ACFIC should strive for doing down-to-earth work with determination, strategy, courage, responsibility and bottom line.

He said that the China federations of industry and commerce at all levels should combine their work with the important decisions and arrangements of local government and the ACFIC, and should deploy major efforts into those cared most by enterprises and needed most by society, and should be good at coordinating collective work to make breakthroughs with difficult tasks.

 

All China federations of industry and commerce should foster brand awareness and pursue long-term excellent work with high standards and strict requirements. The reform within the federation system should be pushed forward as well by strengthening organization construction and implementing the ACFIC’s deepening reform plan and the suggestions on reforming affiliated business chambers. Xu said.

 

The meeting examined and approved the 2018 work report made by the 12th standing committee of the ACFIC.

 

Zhang Yizhen, vice minister of the Ministry of Human Resources and Social Security, announced the ministry’s decision to commend the advanced collectives and advanced workers in the ACFIC system on the meeting.

Long Guoqiang, deputy director with the Development Research Center of the State Council gave a report on the spirit of the economic work conference by the CPC Central Committee.

 

Liu Hanyuan, board chairman of Tongwei Group, Wang Licheng, board chairman of Holley, Cui Genliang, board chairman of Hengtong Group, Shen Bin, board chairman of Shagang Group, made speeches on the meeting.

 

The meeting also released a blue book on China’s private sector’s fulfilling social responsibility in 2018, a report on the labor relations of China’s private sector, and a research report on the 40 years development of private sector, followed by a promotion campaign on poverty alleviation project in Zhijin County of Bijie city in southwest China’s Guizhou Province.

 

The vice chairmen of ACFIC attending the meeting include Fan Youshan, Xie Jingrong, Huang Rong, Li Zhaoqian, Lu Yong, Wang Yongqing, Ye Qing, Li Shufu, Li Dongsheng, Li Xiangping, Chen Fang, Zheng Yuewen, Nan Cunhui, Huang Li, Chang Zhaohua, Liang Wengen, Lei Jun, and Li Changjin.

 

The vice presidents of the All-China Chamber of Industry and Commerce (ACCIC) attending the meeting include Shi Guilu, Zhu Jianmin, Tang Liang, Su Zhigang, Zhang Xinghai, Zhang Zongzhen, Zhang Jianhong, Leng Youbin, Zhou Haijiang, Xu Guanju, and Wei Lihua.

 

Bao Hongxiang, director-general with the National Audit Office, and Zhao Dejiang, secretary general of the ACFIC, also attended meeting, along with the members of the executive committee and provincial CFIC leaders, deputies to the National People's Congress and members of the national committee of the CPPCC who are Beijing local private entrepreneurs, people in charge of different departments of ACFIC and different chambers of ACCIC, and the representatives of advanced collectives and advanced workers in the ACFIC system.

 

Before the meeting, the ACFIC’s 12th standing committee held the 7th chairmen meeting and the 2nd meeting of all standing committee members. Those vice chairmen who are entrepreneurs also reported their annual work on the meeting, while the vice presidents of ACCIC handed in their written annual work reports on the meeting.
